Donor sessions not open

POST /v1/donor_sessions in an environment where donor sessions are not open yet. No session was created. The sandbox never returns this error.

Your other calls keep working: you can register churches and read them. Once donor sessions open, send the same request again with the same Idempotency-Key; a 409 does not hold the key. Don't retry automatically while you get this error.
